Penguins on ice

A spotted these penguins waiting on the ice rink before it opened, I'm not quite sure what they are for, any ideas?

    Are those solar panels on their chests? Are they lights perhaps?

    I have seen those penguin chair-things inside the skating rink to help kids keep their balance, but not sure what these guys are doing!

    Halcyon is part correct, apparently they are somehow used to help little kids keep their balance when skating, haven't seen them in action though!
